At the 2020 Independent Bankers Association of Texas
convention, R. Kinney Williams was presented the President's Award
for
57
years of dedicated service to the banking industry as a bank examiner,
banker, and independent bank auditor.
Internet and
information technology security and cybersecurity auditing experience:
Since 1997, Mr. Williams has conducted hundreds of IT
audits for community bankers across the United States.
Since starting penetration
testing in 1998 for community banks, Mr. Williams annually conducts
thousands of penetration-vulnerability tests all over the nation. The
VISTA penetration study
is nationally recognized as a leader in providing Internet security testing
to financial institutions. In addition, he has conducted over a
thousand FFIEC and ADA web site audits since 1997.
After serving in the US Navy and fours years working in a bank,
Mr. Williams has examined financial institution computer operations since 1970. At that time when
he was an
examiner for the State of Missouri and worked jointly with examiners from FDIC, OCC, and
the FRB to test the first EDP questionnaires used by field examiners.
Later, as
Regional Director for the Texas Department of Banking, he supervised numerous EDP
examinations.
Mr. Williams is a member of the
Member of the Information
Systems Audit and Control Association (ISACA), Association of Credit
Union Internal Auditors, Society of Financial Examiners,
and The Institute of Internal Auditors.
He is accredited as a Certified Financial Examiner and a Certified
Information Security Manager as well as a
Certified in the
Governance of Enterprise IT and Certified in Risk and
Information Systems Control.
Mr. Williams spent four years on the program committee
and a speaker for ISACA's annual
Information Security & Risk Management Conference held
in Las Vegas. Also, has been an
FFIEC conference speaker on Internet banking and security issues for FDIC, OCC, FRB, and NCUA
examiners.
Mr. Williams has programmed personal computers since 1982 and has been using the Internet since
1991. He first got involved in the "Year 2000" issues in 1987 while programming a loan
review computer program. He has written several programs to assist bankers
with
lending operations. The most popular was the Loan Reviewer, which he sold to a
national consulting firm in 1989.
In 1982, Mr. Williams started programming personal computers in Basic. In the early 1990,
he
programmed numerous applications to manage my responsibilities as Regional Director for
the State of Texas, which were written using Clarion. In addition, he
has been programming web
pages since 1995 and maintains his own web sites.
Served as an expert witness several times regarding commercial
banking and regulatory matters dealing with operations and loan quality.
After serving in the US Navy, he started in banking at the Exchange National Bank, Columbia, Missouri from June 1963 - January 1967 that included direct involvement in all areas of bank
operations from a proof operator to head teller. In addition, helped
convert the bank to its first computer operations.

reviews, bank examinations, professionalism, Internet compliance, IT
audit, and Internet security (cybersecurity).
PERSONAL INTERESTS
Kinney enjoys spending time with his wife, children, grandchildren, great
grandchildren, horseback riding, modern Lionel trains,
Cowboy Action Shooting, and
is a life member of SASS.
